Duties

Plans, leads and conducts assessments and audits as well as consumer complaint and food safety investigations and recalls. Provides operational scientific information to regulated parties and inspection staff to verify compliance with Canadian Food Inspection Agency regulations and other federal government legislation.

Responsibilities :
• applying scientific and technical expertise in leading complex food safety investigations;
• determining and delivering risk management options;
• planning, organizing and conducting risk-based audits of food importers and food manufacturing operations;
• coordinating, monitoring and verifying the recall of unsafe or non-compliant food;
• enforcing compliance with Federal legislation related to food;
• managing delivery of specific food safety related projects; and provides scientific, technical and regulatory information, advice and training, as required, to internal and external stakeholders.

The intent of this process is to create a qualified pool to be used to staff Senior Compliance Officers in the Burnaby, Victoria, Parksville and Kelowna BC offices with various tenures (indeterminate, acting and/or assignment) which could include full time permanent or temporary positions with the Agency.

ESSENTIAL EDUCATION
• Bachelor’s degree in a natural, physical or applied science from a recognized postsecondary institution, with an acceptable specialization in a scientific field relevant to the duties of the position. Specializations can include: Biology, Chemistry, Microbiology, Food Science, Nutrition, Life Sciences, Food Technology, Environmental Science, Agriculture, Biochemistry, Biotechnology, Botany and Applied Biology

Applicants submitting education credentials from a non-Canadian institution are responsible for obtaining certification that these credentials are the equivalent of the Canadian education level required for the position.

ESSENTIAL EXPERIENCE
• EEx1: Experience* conducting food inspections or audits.
• EEx2: Experience* interpreting food legislation, regulations, policies or procedures.

*Inspection - A scheduled or triggered event (complaint, positive sample, or other) requiring the individual to collect and analyse relevant data, inspect on-site activities, sample, test, draw conclusions, conduct root cause analysis, develop, monitor and/or verify effectiveness of corrective actions, generate and/or maintain documentation and communicate as required.

*Audit - A food safety audit which is a systematic, independent and documented activity in which objective evidence is gathered and assessed to determine if a food safety system is appropriate and effective and in compliance with the standard.

*Experience - the depth and breadth of experience normally associated with having performed complex activities for a minimum of 2 years. Experience will be evaluated in regards to amount, complexity and diversity of work handled, and level of autonomy demonstrated. Candidates must provide clear and specific examples within their application.

ASSET EXPERIENCE
• AEx1: Experience* in food manufacturing facilities or food importers with responsibility for quality control, quality assurance, food safety or regulatory compliance.
• AEx2: Experience* in CFIA inspection activities within the Food Business Line
• AEx3: Experience* in Food related inspection activities and enforcement of relevant legislation outside of the CFIA (ie. Federal, Provincial, Territorial or Municipal).

Conditions of employment

Reliability Status security clearance - Applicants who have not lived in Canada for the past five (or ten, depending on security level) years may be required to submit a police certificate from each country in which they have lived for six months or more during this period, as well as other documentation required for the security screening process. Failure to submit this documentation if requested will eliminate the application from further consideration.

• Medical suitability: Pass a Pre-placement Health Evaluation and Periodic Health Evaluation.
• Willing and able to be vaccinated and demonstrate a protective titre for e.g.: tuberculosis, rabies, influenza.
• Use of all prescribed safety materials, equipment, clothing and devices.
• Willingness to abide by strict biosecurity protocols.
• Willing and able to work in environmentally challenging or physically demanding conditions and with pathogens and with potential allergens.
• Willing and available to work shifts.
• Willing and available to work irregular hours (e.g., nights, weekends, statutory holidays).
• Willing and available to travel.
• Willing and available to work overtime.
• Willing to be transferred to another position.
• Willing and able to travel in small boats and/or small planes.
• Valid driver’s license.
• Assume responsibility for making transportation arrangements to get to diverse and distant work sites in a timely and efficient manner.
