Parks Canada is seeking a Capital Program Supervisor for the Jasper Field Unit to lead the capital project team. This role involves managing engineering design and construction projects, stakeholder management, and providing technical expertise for recapitalization, rehabilitation, and repair of Jasper National Park and Fort St. James National Historic Site assets.

As part of the Asset Management team, reporting to the Asset Manager, the supervisor will oversee project managers and coordinators. Duties include managing and guiding Parks Canada capital projects from conceptual phases through to construction close-out, encompassing campgrounds, visitor and operational facilities, roads, linear infrastructure, and bridges.

The role also entails developing short and long-term capital investment programs aligned with Parks Canada and Jasper Field Unit priorities and asset management principles, and resolving project management and contractual matters with contractors and consultants.

Responsibilities will include, but are not limited to;

• Developing and reviewing requirements, scope, budget estimates, and schedule for various projects.
• Contractor and consultant management across project phases, including managing and overseeing call-ups and contracts.
• Supervising Asset Management project staff.
• Performing staff evaluations, managing project and cost center finances, and other HR and Finance undertakings.
• Reviewing and approving tender documents, specifications, and contractor and consultant deliverables.
• Engaging with internal and external stakeholders and managing consultant and contractor progress billing.
• Preparation and submission of project management documents per Parks Canada project management and investment standards.

To qualify for the Capital Program Supervisor position, candidates must meet these educational and professional requirements:

- Possession of a relevant degree or diploma from an accredited post-secondary institution in fields like Civil Engineering, Mechanical Engineering, Construction Management, or a related engineering specialty.

- A provincial designation such as an Applied Science Technologist (AScT), Certified Technician (C. Tech.), Certified Engineering Technologist (C.E.T.), Engineer in Training (EIT), Professional Engineer (P.Eng.), or Architect is essential for consideration.

Candidates should be prepared to verify their educational qualifications during the interview process, including equivalency for international degrees.

Degree equivalency


The ideal candidate will have extensive experience in the following areas:

- Planning and implementing large-scale projects for both contemporary and heritage built assets, including creating technical documents such as statements of work and project charters.

- Leading projects with significant engineering design and construction components, adhering to best practices in project management, risk management, and project performance evaluation.

- Managing the work of external consultants and contractors to ensure high-quality output and adherence to professional standards.

- Developing capital construction investment plans that align with strategic objectives.

- Managing financial and human resources, supervising project management staff, and guiding multi-disciplinary teams.


• Professional Engineers or Architects should have at least 6 years of relevant experience in the last 8 years.
• Candidates with a diploma in engineering, architectural technology, or construction, and with (or eligible for) professional certification, need a minimum of 8 years of relevant experience within the last 10 years.
• Alternatively, applicants can demonstrate 15 years of applicable experience within the last 20 years, showcasing a suitable mix of education, training, and experience.
