Important: On November 8th, 2021, the Parks Canada Agency announced the details of its vaccination requirement for all employees. As per the Policy on COVID-19 Vaccination for Parks Canada Agency, employees must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate, determinate (term), casual, as and when required, and student hiring (full-time, part-time and seasonal). As Partnering, Engagement and Communications Officer, you will develop collaboration tools and strategies; maintain relationships with a variety of external stakeholders such as representatives of the media, Inuit organizations, other levels of government and common interest groups; and support internal and external communications. As a member of the External Relations team, you will play a key role in engaging the public, partners and stakeholders to help them understand, appreciate and protect these natural and cultural heritage places co-managed by Inuit and Parks Canada in Nunavut.
Parks Canada Agency is a federal government agency responsible for the protection and presentation of Canada’s natural and cultural resources through a system of national parks, national marine conservation areas and national historic sites in all regions of Canada.
In Nunavut, Inuit and Parks Canada cooperatively manage five national parks, one national historic site and one national marine conservation area. They are: Auyuittuq National Park, Sirmilik National Park, Qausuittuq National Park, Quttinirpaaq National Park, Ukkusiksalik National Park, the Wrecks of HMS Erebus and HMS Terror National Historic Site and Tallurutiup Imanga National Marine Conservation Area. Long before these areas received federal protection, Inuit lived, harvested and travelled these lands and waters. Many staff have connections to these places through their families and ancestors. To this day, harvesting and use by Inuit remains a protected right under the Nunavut Agreement. As a Parks Canada team member in Nunavut, you will help protect, present and share these incredible places so they remain for generations, by implementing the Nunavut Agreement and Inuit Impact and Benefit Agreements.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)
• High school diploma or Public Service Commission approved alternative
• Significant* experience working with communities, partners** and stakeholders*** to attain mutually beneficial objectives
• Significant* experience writing and editing communications products such as news releases, media lines, briefing notes, response letters, speeches/speaking notes, blogs, web content and backgrounders.
* “Significant experience” is defined as the equivalent of the depth and scope of experience normally acquired in full time performance of these duties for a minimum of six months.
**Partner refers to an organization with whom you are in a working relationship. This working relationship is based on mutual benefit and a clear agreement that sets out shared goals and objectives and the terms of the arrangement. Partners can be from the not-for-profit sector (such as NGOs, academia, cooperative associations, volunteer groups, etc.), other governmental organizations (OGD) and the for-profit sector.

• Knowledge of a broad spectrum of communication media tools and techniques including planning and delivery.
• Knowledge of Nunavut Land Claims Agreement, Inuit Impact Benefit Agreements and cooperative management principles, practices and issues and how they relate to external relations in Nunavut.
• Knowledge of issues, trends and best practices in stakeholder relations, partner engagement, public relations and communications.
• Ability to communicate effectively both orally and in writing
• Ability to engage with various levels of stakeholders, including Indigenous organizations in developing relationships and agreements
• Ability to research and analyze opportunities, and successfully negotiate partnering arrangements
• Ability to deliver products, services and advice in communications, particularly in media relations.

• Graduation with a degree from a recognized post-secondary institution in business administration, commerce, journalism, communications or a field relevant to the position
• Knowledge of Inuit culture, society, and economy
• Knowledge of Inuktitut
• Willingness to work irregular hours, weekends, overtime, evenings and statutory and provincial/territorial holidays
• Willingness to complete training as required and identified by the field unit
• Willingness to wear a uniform while performing your duties.
