Assessments may be conducted in any order and at any phase of the process:
• A variety of evaluation tools, methods and assessment timelines may be used throughout the process, including, but not limited to, standardized tests (ex: EPSI), exams, interviews, reviews of past performance and accomplishments, references, etc.:
• If you are successful in a pool, references may be contacted informally;
• Your first official language (English or French - the official language in which you are generally more proficient) will be assessed.
We may also request the following information in any order, at any phase of the process:
• Security clearance Information, if applicable;
• Proof of education, including Canadian equivalency;
• Second Language Evaluation (SLE) results, if applicable.
All of the information collected during the selection process, including behaviour and communication, from the time of application until the end of the process, may be used to evaluate candidates.

Intent of the process
- The intent of this selection process is to appoint candidates who are successful in the pool when vacancies arise within the Communications Branch at Infrastructure Canada.
- Once Infrastructure Canada has concluded their initial appointments, the pool may be shared with other government departments.
- Qualified candidates who self-declare as members of Indigenous peoples, persons with disabilities, visible minorities and/or women may be selected for appointment first to fulfill organizational needs. In addition, this organizational need may be invoked at any stage of the selection process.

Information you must provide
In order to be considered, your application must clearly explain how you meet the following (essential qualifications)
ED1: A degree from a recognized post-secondary institution.
1. Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor’s degree without specialization is called for in a position classified as IS.
2. At the manager’s discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to the minimum education standard.
STREAM 1 – IS-02:
E1: *Experience in writing and editing corporate, academic, or professional communications products or briefing materials.
E2: *Experience in conducting research and providing communications support to communications advisors, supervisors or managers.
E3: *Experience in liaising and working with clients, partners, or **stakeholders.
STREAM 2 – IS-03:
E4: *Experience in researching, writing and editing at least two (2) of the following communications-related product areas: news releases, backgrounders, fact sheets, speeches, articles, social media content, intranet or web content, media lines, or marketing/promotional material.
E5: *Experience in planning or supporting announcements and events for professional activities or initiatives.
E6: *Experience in building and maintaining relationships with **stakeholders.
*Experience is defined as having obtained a diverse range of experience normally acquired over a minimum of one (1) cumulative years.
** Stakeholder is defined as an individual or group (external to your own team or work unit) that has an interest in any decision or activity of an organization, team, project, or policy.

AE1: Experience using graphic design software and creating graphics for publications, web content, intranet or promotional products.
AE2: Experience in writing communications plans.
AE3: Experience in writing speeches for senior management (Vice President, Chief Executive Officer, or Assistant Deputy Minister/EX-04 level, or equivalent and above) or elected officials.
AE4: Experience in employee/internal communications such as developing or managing content for an employee intranet, developing or implementing internal communication strategies.
AE5: Experience using virtual platforms (such as Zoom, MS Teams, Skype, etc.) to coordinate and conduct events for professional or academic activities.
AE6: Experience in media relations activities such as media monitoring or responding to requests for information from the media.
AE7: Experience working with special event organizing committees, municipal, provincial or territorial governments, or other federal agencies/departments.
AE8: Experience as a ministerial or departmental *liaison.
*The liaison role include duties, such as, but not limited to: negotiating with others on communication issues and managing expectations, developing and fostering relationships with a senior office, being the point of contact between a business office and a senior office, and understanding their parent business and how it impacts its clients
