Work environment

Virtual work arrangements may be available and will be determined on a case by case basis dependent on operational feasibility at the time of hiring and the position to be staffed. Some positions require the selected candidate to work in the office. This will be determined by the hiring manager based on the duties of the position to be staffed.

Intent of the process

This process will be used to establish a pool of qualified candidates and it may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret).

EDUCATION:
- A secondary school diploma* or employer-approved alternatives (see Note 1).
*A secondary school diploma is a high school diploma.
Note:
1. The employer-approved alternatives to a high school diploma are:
o A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
o An acceptable combination of education and experience.

An acceptable combination of education and experience is defined as two (2) years of high school combined with a minimum of three years of experience directly related to the delivery or administration of public-directed programs or services.

Degree equivalency

EXPERIENCE:
- Experience in providing advice on program administration services.

- Experience in researching and analysing information, developing options and recommendations.

ASSET QUALIFICATIONS
( Not essential, but preference may be given to candidates who possess asset qualifications)

EDUCATION:
- Successful completion of two (2) years of an acceptable post-secondary educational program in any field relevant to the work to be performed.

Degree equivalency

EXPERIENCE:
- Experience interpreting either legislation, regulations or policy.

- Experience in contributing in a multi-disciplinary team environment.

- Experience in working with Indigenous organizations.

- Experience in conducting assessments, audits, and/or compliance reviews.

- Minimum 2 years’ experience using standard financial software programs (for example SAP, Oracle, QuickBooks, etc.).

- Experience drafting operational procedures.

OPERATIONAL REQUIREMENTS:

ASSESSMENT

Candidates must meet all the essential qualifications to be appointed to a position.

You may be assessed using a variety of assessment tools, such as, but not limited to: standardized tests, written exams, interviews, simulation exercises, reference checks, recent and past performance evaluations, self-assessments, candidate achievement record, etc.

Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.

Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.

Persons are entitled to participate in the selection process in the official language of their choice. Applicants are asked to indicate their preferred official language in their application.

Official language proficiency could be assessed and required solely upon appointment. Each candidate can only undergo SLE testing one time within the context of an appointment process. Also, a person who initially failed linguistic testing could be introduced into the pool of qualified candidates during the pool’s validity period if he/she is assessed again through another selection process or following linguistic training.

On October 6, 2021, the Government of Canada announced details of its plans to require vaccination across the federal public service.
As per the new Policy on COVID-19 Vaccination for the Core Public Administration Including the Royal Canadian Mounted Police, federal public servants in the Core Public Administration and members of the RCMP must attest to their vaccination status. The requirement for employees to be fully vaccinated applies whether they are teleworking, working remotely or working on-site. This is a condition of employment and it applies to indeterminate (permanent), determinate (term), casual, and student hiring. Should you reach the point in the selection process where it is necessary to verify terms and conditions of employment then the hiring manager or a human resources representative will contact you in order to complete an attestation.

Acknowledgement of receipt of applications will not be sent; we will contact candidates when the screening process is completed.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
