This position is located in Ottawa, ON; however, the successful candidate may work from one of the OSFI offices across Canada (Toronto, Montreal, Ottawa, or Vancouver).

A Manager, Prudential Policy and Strategic Policy Liaison, is responsible for directing a team whose responsibilities may include a) researching, undertaking analysis and providing advice to the senior management on a wide variety of policy issues affecting FRFIs, the broader financial sector, or OSFI’s supervision and regulation of FRFIs, b) contributing to the development of prudential guidance applicable to FRFIs, and c) the strategic management of OSFI’s relationships with key public sector stakeholders. As a People Leader, the Manager will provide ongoing feedback, coaching and mentoring to individual team members and promote continuous improvement of individual and team performance.
The Strategic Policy Liaison team strategically manages OSFI’s relationships with a range of domestic and international financial sector regulatory and government entities. It supports and coordinates OSFI’s engagement with these organizations (e.g., secretariat support, negotiation of Memorandum of Understanding [MOUs] for information sharing),and collaborates with internal stakeholders to provide expert advice to their key policy initiatives.
The Prudential Policy team oversees the development and implementation of guidance that fosters sound risk management and governance practices of FRFIs.
The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Intent of the process
The immediate need is to staff one (1) Manager position in the Strategic Policy Liaison team with a language requirement of bilingual imperative BBB/BBB on an indeterminate basis.
This selection process may be used to establish a pool of qualified or partially qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, various tenures and/or security requirements.
In anticipation of future needs, please note that the pool may be used to staff similar positions (Manager or Senior Policy Analyst) on the Prudential Policy or the Strategic Policy Liaison teams.

Information you must provide
In order to be considered, your application must clearly explain how you meet the following (essential qualifications)
• A degree* from a recognized post-secondary institution in commerce, business administration, finance, economics, accounting, public administration, actuarial science, law or a relevant field.
• Any other degree* from a recognized post-secondary institution with a membership in a Canadian professional association of accountants or CFA charter holder.
*The term "degree" refers to a baccalaureate or a higher level degree, as established by educational authorities.
• Recent** and significant*** experience in one, or a combination, of the following areas:
- Planning and conducting research or analysis of public policy in relation to financial institutions (e.g., guidelines, laws, regulations);
- Providing advice, which includes policy positions and recommendations, to senior management;
- Establishing partnerships and collaborating or engaging with internal and external stakeholders to discuss public policy issues.
**Recent: Experience acquired within the last 10 years.
***Significant: A depth of experience accumulated over a period of at least 5 years.

• A graduate (Master’s or Doctorate) degree from a recognized post-secondary institution in commerce, business administration, finance, economics, accounting, law, public policy, public administration, or another speciality relevant to the position.
• A degree* from a recognized post-secondary institution in commerce, business administration, finance, economics, accounting, law, public policy, public administration, or another speciality relevant to the position AND a Membership in a Canadian professional association of accountants or CFA charterholder.

• At least three (3) years of experience working for a central bank, government treasury or financial regulator (including deposit insurer).
• Experience in interpreting legislation or regulatory guidance related to the related to the financial services sector.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
