To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). Moreover, prospective appointees who are Regulated Canadian Immigration Consultants (RCICs) would be required to resign from Immigration Consultants of Canada Regulatory Council (ICCRC). Of note, a “leave of absence” from the Regulatory Council does not meet IRCC’s requirement in the matter.
Intent of the process
This inventory will be used to establish a partially or fully qualified pool of candidates within Immigration, Refugees & Citizenship Canada which may be used to staff positions at the PM-04 level or equivalent with various linguistic profiles, various security profiles, various tenures, using various staffing actions across Canada.

E1. Experience supervising employees. (Examples of relevant responsibilities: assigning work, evaluating performance and employee relations management; approval of leave; career development, etc.).
STREAM 2: Program Officer/Advisor
E2. Experience in the interpretation and application of government policies, regulations or legislation in the delivery of programs to clients.
E3. Experience in making decisions and/or recommendations based on government policy, procedures, regulations or legislation.
STREAM 3: Analyst

AE4. Experience in making decisions or recommendations in accordance with the Canadian Passport Order.

AE7. Experience working with the Global Case Management System (GCMS).
AE8. Experience in extracting, analyzing and summarizing relevant information and data from the Global Case Management System (GCMS) and/or the Grants and Contributions System (GCS) to support performance measurement and business analysis.
AE9. Significant* experience making recommendations or decisions on complex** cases, files or agreements in accordance with federal legislation or programs.
AE10. Experience developing a variety of written documents for management, officers, senior analysts, or for other departments. (Written documents that contain analysis and/or evaluation of facts, including recommendations. Examples include briefing notes, Question Period notes, memoranda, case chronologies, functional guidance, regional directives or program guidance pieces etc.)
AE11. Experience conducting research and analysis related to program policies, program operations or program service delivery.
AE12. Experience in participating in departmental level working groups as the team representative.
AE13. Experience in establishing partnerships and collaborating with internal or external stakeholders (examples include: divisions within your department, community organizations, clients, other departments or private business).
AE14. Significant* experience supervising employees. (Examples of relevant responsibilities: assigning work, evaluating performance and employee relations management; approval of leave; career development, etc.).
AE15. Experience in providing advice and guidance on procedures, policies, regulations or legislation to others in a work related setting.
AE16. Experience working in a call centre environment and/or working in an operational environment dealing with the public (or external clients).
AE17. Experience working at Immigration Refugees and Citizenship Canada.
* Significant experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for at least one (1) year.

- In-depth interpretation of federal laws, policies, regulations, guidelines or programs
- Accountability for decision(s) made that may have a substantial impact on clients or the organization

Random Selection Frequently Asked Questions:
1. Some advertisements state that random selection may be used to identify which applicants will be assessed during the appointment process. What is random selection?
Random selection is a strategy that is sometimes used to manage applicant volume. It identifies a sub-sample of applicants by applying the element of chance at some point during the appointment process, using criteria identified by the hiring organization.
2. How is this sub-sample of applicants determined?
To determine the sub-sample of applicants, the hiring organization identifies the following:
- criteria that candidates must meet; and
- the number of candidates to be selected.
With the assistance of an electronic system that contains information on all applicants, candidates who meet these criteria are identified and the sub-sample is randomly selected from that group. The Public Service Resourcing System - the electronic system used to advertise job opportunities within the Public Service of Canada, and receive and select applications - performs the random selection function.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
