When answering the screening questions, remember that the assessment board cannot make assumptions about your Education and Experience. It is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples with significant details to explain WHEN, WHERE and HOW you acquired each qualification. This is similar to what would be expected of you when asked to provide a concrete example of a particular situation in the context of an interview.

Candidates must also submit a resume with their application, which will only be used to validate the information provided in their answers to the screening questions.

The ability to communicate effectively in writing could be assessed through pre-screening questions.

The Information, Science and Technology Branch (ISTB) of the CBSA supports the management of Canada's border through the strategic development, application and oversight of information management, technology systems and the delivery of science services.

Strategic Management and Support Services
Responsible for the strategic, analytical and advisory capacity of the Branch’s corporate functions in relation to IT finance and vendor management, people management, and IT asset management. Establishes the Branch’s enterprise IT vision, manages information technology planning and budgeting processes, and is responsible for reporting to central agencies regarding CBSA IT expenditures.

Enterprise Collaboration and Digital Services
Provides the holistic management of the Enterprise Information program, Enterprise Products and Capabilities, Customer Digital Service experience, Internal and External users system support and Cybersecurity (aka IT Security) for the Agency.

Science and Engineering
Ensures that the Agency leverages science and technology and provides sound advice to support business decisions.

Projects and Service Management
Supports the Agency’s mandate to provide integrated border services through the provision of overarching project and service management of all IT and IT enabled projects, initiatives and services across all business lines.

Border Technologies Innovation
Accelerates evaluation and deployment of new technologies, increases organizational agility and advances CBSA’s Transformation and Renewal Agenda.

IT Solutions and Operations
Provides IT systems and services to enable the business of the Agency to be transacted through client-focused, high availability and performing IT solutions.

Intent of the process

A pool of partially or fully qualified candidates may be established from this inventory and may be used to staff similar positions in various locations, with various tenures, various linguistic profiles as well as various security clearances within the Canada Border Services Agency.

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
1.Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2.Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3.At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE

IT-01:
•Experience working within a team.
•Experience in designing, developing, integrating, deploying, and/or maintaining software, hardware, or network systems.
•Experience working in an Information Management and Information Technology (IM/IT) environment.

IT-02:
•Recent* experience working in an IM/IT environment focused on analyzing IM/IT requirements, delivering IM/IT solutions or providing IM/IT support.
•Recent* experience providing technical support, service and control for software, hardware, or network infrastructure.
•Experience contributing to one or more IM/IT projects or activities.

IT-03:
•Recent* experience in providing technical analysis, advice and recommendations on IM/IT systems, products and services.
•Recent* experience in the design, development, testing and support of at least two (2) IM/IT solutions.
•Experience with supporting multiple operational IM/IT projects or initiatives simultaneously.

IT-04:
•Recent* and significant** experience working collaboratively with multi-disciplinary teams on IM/IT projects or initiatives.
•Recent* and significant** experience in researching, developing, implementing, or evaluating IM/IT policies, directives, standards, and frameworks.
•Recent* and significant** experience providing technical analysis, advice and recommendations on IM/IT systems, products and services.

IT-05:
•Recent* and significant** experience leading or managing one or more of the following: IM/IT strategies, projects, products or services.
•Significant** experience providing strategic advice, briefings and recommendations to senior management in response to critical operational issues or high-risk matters.
•Significant** experience managing human*** and financial**** resources.

* Recent experience refers to experience normally acquired within the last five (5) years.
** Significant experience is defined as experience associated with having performed a broad range of related activities which would normally be acquired over a period of three (3) years in the daily management of IT issues.
*** Human resources management is defined as supervision of staff, including resource planning, staffing, assigning and managing work, assessing and managing performance, and developing and implementing training and staffing plans. Applicants must also indicate the number of employees they supervised directly.
**** Financial resources management is defined as management and accountability for a budget, including responsibility for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

•Experience in the execution of IT Security assessment activities as part of a certification and -accreditation or security assessment and authorization program.
•Experience in the production of threat & risk assessment reports.
•Experience working in an IT Security Operations Center.
•Experience in writing IT Security policies, directions and guidelines.
•Experience in the Internet of Things (IoT).
•Experience in System Development Life Cycle (SDLC) Methodologies.
•Experience with the Life-Cycle Management Framework (SLMF).
•Experience with software development life cycle methodologies used to develop IT solutions (Waterfall, Agile, etc.).
•Experience with emerging IT technologies such as Edge Computing, 5G, Quantum Computing and/or Cybersecurity.
•Experience in liaising with clients, partners and external vendors to resolve issues and recommend next steps.
•Experience providing advice and guidance on security related policy, guidance, and procedures related to IT technologies.
•Experience leading or managing one or more of the following: information technology (IT) strategies, projects, products or services.
