Assessment accommodation

Candidates must meet each essential qualification to be appointed to the position. Starting April 1, 2023, all federal employees will be required to work from a Government of Canada workplace at least two to three times per week, or 40% to 60% of their regular schedule. At TC, this means we will work at a worksite at least eight days during a four-week period. Worksites include, but are not limited to TC approved worksites and collaborative spaces; locations where TC inspectors conduct their work inspections locations of stakeholder activities and meeting; Off-site, in-person training location. Various workplace models such as remote work, full time, part-time or ad-hoc telework or virtual work may be available and will be determined on a case-by-case basis depending on operational feasibility at the time of hiring.

Intent of the process

This process is being launched for anticipated needs.

A pool of qualified and/or partially assessed candidates may be established to staff similar position with various tenures (indeterminate, term, deployment, assignment, secondment or acting opportunities with Transport Canada (TC).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
• Successful completion of secondary school diploma or employer approved alternatives (a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or an acceptable combination of education, training and/or experience.).

Degree equivalency

Experience:
• Significant and recent* experience working in the rail car or locomotive maintenance department of a Federal Railway.

• Experience working as a certified railcar inspector, rail car mechanic, Heavy Duty Mechanic (locomotive), or Electrician (Locomotive)

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Asset Experience:
• Experience in a railway supervisory role for the railway within the locomotive maintenance department.

• Experience in investigative and enforcement techniques and procedures.

• Experience in risk evaluation and trend analysis.

• Experience in the railway industry with respect to planning, coordinating and administering programs.

Conditions of employment

Reliability Status security clearance

• Pre-employment medical (Category III)
• Ability and willingness to travel at short notice for extended periods by all modes of transportation.
• Valid provincial Drivers Licence.
• Candidates must meet and maintain the above condition(s) of employment throughout their employment.

COMMUNICATION

ASSESSMENT - GENERAL INFORMATION
Random selection, invoking asset qualifications may be used in conjunction with other volume management strategies that can be applied at any stage in the staffing process.

Candidates may be assessed using various methods, such as, but not limited to: submission of a video for screening purposes, written exam, phone, individual and/or group interview(s), simulation exercise and/or reference checks. Candidates may be required to make an oral presentation.

Candidates must provide proof of education credentials.

ASSESSMENT – AVAILABILITY
The assessment may be administered outside of regular working hours including evenings and weekends. If you are unavailable, you must inform us immediately as each request will be dealt with on a case-by-case basis. Supporting documentation will be required.

ASSESSMENT – RESCHEDULING
Rescheduling will only be dealt with on a case-by-case basis. Supporting documentation will be required at the time of your request to be rescheduled.

Possible reasons for alternate assessment dates:
· Medical reason with doctor's certificate;
· Death in the immediate family;
· Professional obligation (proof required);
· Confirmation of pre-approved travel plans; or
· Religious reasons.

ASSESSMENT – TRAVEL EXPENSES
Candidates from outside the federal public service will be responsible for travel expenses related to evaluation purposes.

ASSESSMENT – REFERENCE CHECKS
Those selected for assessment should be prepared to provide the names and contact information of recent references (recent is defined as within the last 2 years).

References must be available, have an in-depth knowledge of your work/projects, and must be able to answer specific questions pertaining to your experience, achievements and strengths.

References that are not reachable and/or not available are lowering the candidates’ chances to be found fully qualified and be considered for appointment. When providing names of references, it is the candidate’s responsibility to ensure they are available to respond in a timely manner.
