Duties

Your role encompasses the planning, coordinating and managing for the development and delivery of the Ontario Waterways’ Human Resources management programs, services and activities.

You will manage a dedicated team of human resource staff, and work with, and support a diverse team of managers with a range of backgrounds including operations, asset management, water management, business development, environmental services, realty, external relations and finance.

As a member of the field unit management team you will you will be expected to exert influence and provide guidance to help managers exercise their authorities in an ever evolving HR landscape. Your challenges will include: leading human resources projects/initiatives, formulating strategies to advance people management/employee development, providing strategic advice and leadership for the resolution of issues, grievances and investigations, and developing/maintaining collaborative working relationships with the local employee organizations. As part of this work, you will lead teams of staff located in both Peterborough where the Trent-Severn Waterway headquarters is located and Smiths Falls, where the Rideau Canal is based.

Work environment

Based out of either Peterborough or Smiths Falls, Ontario, you will serve as the Human Resources Manager for the Ontario Waterways Field Unit of Parks Canada. This unit is responsible for the management and operation of two world-class heritage waterways:
• Rideau Canal National Historic Site and World Heritage site, stretching for 202 km from Ottawa to Kingston; and
• The Trent-Severn Waterway Historic Site, which runs for 386 km from Port Severn on Georgian Bay to Trenton on Lake Ontario.
Both waterways wind their way through a variety of communities and facilitate recreational boating, paddling, picnicking and other pursuits at dozens of lock stations. The unit is also responsible for dam operations that manage water levels and flows through a large area of central and eastern Ontario.

Intent of the process

The current need is for an indeterminate, bilingual (CBC) position. However this process may be used to create a pool of qualified candidates to staff similar position(s) with various tenures, security levels and/or language requirements.

Education:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

OR

Certification as Chartered Professionals in Human Resources;

OR

Graduation with a degree from a recognized post-secondary institution with acceptable experience in human resources.

Grandparenting Clause:
Indeterminate and term incumbents of positions in the PE group on September 1, 2004 at Parks Canada or in the Public Service who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. Further, employees at Parks Canada who were appointed in the PE group on an indeterminate basis between September 1, 2004 and October 3, 2008, when this standard was amended, are also deemed to meet the minimum education standard.

Degree equivalency

Experience:
• Recent* and **significant** experience in providing corporate or operational human resources services in at least two (2) of the following disciplines and/or functions including but not limited to: Labour Relations; Classification; Staffing/Resourcing/Recruitment; Learning and Professional Development; Human Resources Planning; Disability Management;
• Experience in providing ***strategic*** advice and support to management on a wide variety and scope of HR issues
• Experience in managing resources (time, information, human and financial resources) to achieve planned goals and priorities.
• Experience in leading HR projects within a team environment, or in managing complex files****.
• Experience in building and maintaining good work relations with peer groups, unions and internal stakeholders.

NOTES:
*Recent refers to experience acquired within the last five (5) years.
**Significant experience is defined as the depth and breadth normally acquired through performance of the duties for a period of approximately three (3) years
*** Strategic advice includes planning, consultation, analysis and/or implementation of HR services for an organization and in consultation with management of an organization in order to effectively achieve program and/or client operational objectives.
****Complex files include those that have multiple interrelationships and interdependencies, as well as, those that involve multiple stakeholders.

AE5: Experience providing people management advice and support in the federal Public Service;
AE6: Experience working with historic waterways.

Operational Requirements:
• Willingness to wear a Parks Canada uniform and Personal Protective Equipment, when required;
• Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required
