Duties

The Director, Air Investigations is responsible for the conduct of independent safety investigations into selected aviation accidents and incidents in order to identify the causes and contributing factors. The Director oversees the planning and conduct of the investigations, the preparation of investigation reports and various safety communications, the drafting of safety recommendations, as well as the communication of key safety messages to stakeholders and the public. The Director is also responsible for the tracking and follow-up of responses to safety recommendations and other safety communications, as well as for on-going communication and advocacy to influence changes that advance aviation safety.

Work environment

The Transportation Safety Board of Canada (TSB) is part of the core public service administration named in Schedule IV of the Financial Administration Act (FAA) and is also subject to the PSEA. This being said the TSB is an independent arm's length agency that reports to Parliament through the President of the King's Privy Council for Canada. The organization aspires to be a modern world-class organization that evolves and adapts as it strives to influence changes that advance transportation safety. The TSB has a strong and credible reputation in Canada and around the world.

The TSB is a small organization with approximately 245 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner through 10 locations across Canada. Employees work in a collegial and collaborative environment.

Intent of the process

The immediate intent of this poster is to fill one indeterminate position at the bilingual imperative CBC/CBC level. A pool of qualified candidates may be created and used to staff similar positions at this group and level with various linguistic requirements, as well as various tenures (i.e. acting, assignment, deployment, term, indeterminate and secondment).

EDUCATION

Degree from a recognized university or an acceptable combination of education (minimum high school diploma) and training and/or management experience in a field relevant to the position.

Degree equivalency

EXPERIENCE

Minimum of five years of work experience in civil or military aviation.

Recent and Significant* experience in providing strategic analysis and advice, briefings and recommendations to senior officials (such as ministers, deputy ministers, assistant deputy ministers, board members or company officers) regarding policies, national projects/programs or sensitive operational matters to support executives in making decisions on complex issues.

Recent and Significant* experience in establishing organizational priorities, directing their implementation, and managing the resulting changes.

Experience in consulting, negotiating and establishing partnerships with national and/or international stakeholders.

Recent and Significant* experience in the management of human and financial resources. **

* Recent and Significant experience is defined as the depth and breadth of the experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of at least 2 years within the last 5 years.

** Please indicate the number of employees you supervised directly and the size of budget for which you were directly responsible.

EDUCATION

Graduation with a degree from a recognized university in a field relevant to the position to be staffed.

Degree equivalency

CERTIFICATION

Professional certification in a field relevant to the position to be staffed.

Certification as a Professional Engineer in Canada or eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Hold or have held one of the following licences:
• Aircraft Maintenance Engineer license
• Air Traffic Control license
• Airline Transport Pilot license
• Commercial helicopter pilot license.

EXPERIENCE

Experience at a managerial level in the aviation sector.

Experience in conducting risk assessments and developing risk mitigation strategies.

Experience in doing media interviews and news conferences.
