Question: Write an issue analysis and options paper for the Corporate Secretariat, on the topic of legal implications and considerations in mass digitization projects.
Your analysis should not exceed 2,000 words, and should include:
• Relevant highlights from Library and Archives Canada’s (LAC’s) legislative and regulatory context;
• A summary of the broader legislative context in Canada, and its potential impact on providing digital access to documentary heritage;
• An overview of evolving trends (e.g., legislative tendencies, current practices, principles for moving forward, etc.);
• Considerations for Library and Archives Canada (LAC’s) moving forward on mass digitization projects, and next steps.
Potential sources of information include: Federal Acts, policies, and regulations, Government of Canada priority documents (e.g., Speech from the Throne), peer-reviewed publications, etc.
This question is used to assess the following essential qualifications from the statement of merit criteria:
• Your knowledge of current federal legislation, issues, and evolving trends related to library, archival and/or information sciences;
• Your knowledge of principles and practices of archives or library science or information science;
• Ability to analyze complex information, develop options and provide advice and recommendations to senior management; and
• Ability to communicate effectively in writing.

Intent of the process

A pool of qualified or partially assessed candidates may be established and may be used to staff similar positions at this group and level with various linguistic profiles, security requirements, conditions of employment as well as various tenures (acting, assignment/secondment, deployment, term and/or indeterminate) within Library and Archives canada in the National Capital Region.

FOR EC-05 AND EC-06 POSITIONS
Experience in providing research or policy analysis, to senior management*.
Experience in providing strategic advice and recommendations to senior management on complex issues**.
Experience in representing, or in liaising with other government departments related to stakeholder issues and related initiatives.
Significant*** experience in the development of policy and/or research documents including three or more of the following:
o briefing notes/memos,
o policy instruments,
o presentation decks for senior management,
o Memoranda to Cabinet,
o Treasury Board Submissions,
o theses,
o peer-reviewed publications,
o quantitative or qualitative research reports,
o research briefs,
o project reports,
o literature review,
o feasibility study, or
o technical report.
Experience in working on multi-disciplinary teams or interdepartmental groups.

*Within the public service, “senior management” means director level and above; in other sectors, it would include any type of executive level decision-making body.
**Complex issues is defined as those involving multiple stakeholders on the subject of policy or legal issues with clear deliverables and timelines.
***Significant experience is defined as an integrated assessment of complexities, number of experiences, duration, and role of the applicant. Significant experience must involve direct experience of a sufficient depth and breadth, normally acquired with at least three (3) years’ work experience.

EC-05 – STREAM 1- POLICY ADVISOR/ RESEARCH ANALYST
Experience in maintaining collaborative working relationships with internal and external partners on policy and/or research issues.
Experience in planning, coordinating, and conducting research or analytical projects.
Experience in developing and maintaining cooperative working relationships with a diverse range of partners and stakeholders within or outside government.

EC-06 – STREAM 2- SENIOR POLICY ADVISOR/ SENIOR RESEARCH ANALYST
Experience planning and coordinating the development and/or implementation of a strategy, policy or significant research project, including decision by senior management, in one of the following areas:
. Archival;
. Library;
. Information management; or
. Social science fields.
Significant*** experience in developing and maintaining cooperative working relationships with a diverse range of partners and stakeholders, within or outside of government.
Experience in supervising the work of others.

***Significant experience is defined as an integrated assessment of complexities, number of experiences, duration, and role of the applicant. Significant experience must involve direct experience of a sufficient depth and breadth, normally acquired with at least three (3) years’ work experience.

Experience developing policy or research on issues related to Open Government.
Experience developing policy or research on issues related to access to information and privacy concerns.
Experience developing policy or research on copyright management issues.
Experience developing policy or research on digital preservation practices and issues.
Experience working in a documentary heritage organization (library, archive, museum, information management division).
Experience in coordinating multiple committees that include national and international stakeholders.
Experience supporting the development of collaborative ministerial or senior management* documents including one or more of the following: Memorandum of Understanding, Letter of Agreements, Letter of Intent, Contribution Agreements.
Experience in writing, reviewing and coordinating Cabinet material.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.
